PARAMARIBO – Social Affairs and Housing (Sozavo) Minister Diana Pokie recently asked parliament to address the issue of loan sharks seizing the so called monikartas of the clients of the ministry as collateral.

She explained that the clients often hand over their monikarta in exchange for a loan. Because of this people with multiple monikartas are sometimes spotted at the ATMs. Although this problem does not directly concern the ministry, the situation creates problems when the clients notify the Ministry of Social Affairs that money is being withdrawn from ATMs with their monikarta. “Clients come to the ministry and claim that somebody is using their monikarta to withdraw money from ATMs and that they never received their card although they know very well that they left their card in the hands of the loan shark,” said Minister Pokie who added that this is a big social issues. Minister Pokie therefore asked parliament to review the legislation on moneylenders as “it is time to regulate the sector.” She referred to Article 45 of the Moneylenders Act which clearly states that a special commission must be established to make sure that the law is implemented and obeyed. Minister Pokie did not rule out the possibility that some people are in possession of these cards without permission of the clients of the ministry. She emphasized that the government must protect vulnerable citizens and tackle the abuse of social provisions.
