The TCT Ministry made it clear that the reregistration is essential to get a clear picture of the number of active bus owners. A group of bus owners refuses to cooperate because they claim that their union, the PLO, has advised them to steer clear from the registration center at the Ministry of TCT. Others could not show up at the registration center because they were abroad or because their bus was at a repair shop. The bus owners who chose to be reregistered emphasized the importance of this step. They explained that regulation is urgently necessary especially given the fact that there are many illegal buses active on some of the routes. This leads to unfair competition and a lower income for the bus owners who follow the rules. The law abiding bus owners also made it clear that the reregistration could prevent transportation strikes. “If this is not addressed, it could cause chaos,” said several bus owners who added that an investigation must be launched to place all permits under a magnifying glass. The bus owners who support the reregistration explained that there is no official department to handle this but that modern technology makes it possible for their competitors to obtain permits faster and unlawfully. Some of the bus owners who have already been reregistered are in favor of firm action against colleagues who refuse to cooperate. “Colleagues who did not cooperate must be given a heftiger fine to force them to comply.
