Lakanwal entered the U.S. legally in 2021 under humanitarian parole as part of the Biden administration's Operation Allies Welcome in the aftermath of the U.S. withdrawal from Afghanistan. His permission to be in the U.S. expired in September of this year, and he is now in the country illegally, sources say. Authorities are investigating the shooting as a possible act of international terrorism. FBI officials confirmed the two West Virginia National Guardsmen remain in critical condition.
