PARAMARIBO – Stephen Tsang is currently addressing all of the irregularities that he has come across after being installed as Public Works minister.
He revealed that at least 86 people claimed to work at the ministry but that there is not a single valid contract to back up their story.
“Let me be clear: those people were never officially employed. They had no contract, no permission from the Finance Ministry and there were no funds to pay them. But they kept showing up as if they were employees,” said Minister Tsang who added that he has already informed those people that they could not longer show up at the ministry because there are no guarantees that they would get their salary. But that is not the end of it. Minister Tsang revealed that he is currently looking at the legal consequences be sure he was shocked to learn that some of those 86 people managed to obtain a card from the State Health Insurance Fund (SZF) even though they could not produce an official statement from their employer. “That is impossible and raises a lot of serious questions,” said Minister Tsang. The investigation into this matter has already been launched. Minister Tsang also revealed that the director of the Public Green and Garbage Management has not been replaced but has been given the non active status pending the outcome of an investigation. “I received a letter from Internal Control, informing me that irregularities had been detected. Due to the fact that he runs that department, I asked him to step aside to let the investigation run its course. Nobody is poi ting any fingers but I can't leave him in charge during an ongoing investigation.” Minister Tsang emphasized that the cleanup at the Public Works Ministry is necessary so that he can run a tight ship. “It is not a witch hunt. This is about transparency and good management.”
