PARAMARIBO - Parliament on Friday made a false start due to the lack of quorum. 8 members of the coalition were scheduled to be installed that day but this did not go through because there were not enough MPs to start the session.
Evidently one more signature was needed on the attendance list in order to start the session. 25 MPs from the coalition had signed the attendance list but 26 signatures were needed to get things in motion. After having waited for 2 hours the chairman of parliament, Ashwin Adhin, had no other choice than to adjourn the session. MP Edgar Sampie (ABOP) reportedly failed to show up to sign the attendance list. The opposition could have saved the day and the democratic process by letting at least one member sign the attendance list but decided not to cooperate because it accused Chairman Adhin of ignoring the rules of procedure. Article 63 of the rules of procedure clearly state that MOs must be informed of a session at least 24 hours in advance. Chairman Adhin did not do that but he did, however, use the emergency option which basically allows him to ‘ignore’ Article 63. However, the members from the VHP faction which is the only party in the opposition made it clear that installing new members is not a urgent matter but rather a regular one. They also warned that the chairman could repeat this in the future by misinterpreting the rules of procedure. Chairman Adhin moved the session to Monday.
