paper tiger but that it must result in strict rules, clear responsibilities and mandatory performance rules for the electricity sector. It explained that the recent electricity crisis once again showed that the general policy intentions are not enough. Binding rules are necessary to indicate what is expected of the various players within the electricity sector. The focus must not only be on solving problems but also at preventing them. The EAS pointed out that the ESP is of great importance to the further development of the electricity sector. It also pointed out that the plan must offer a long term vision for production, transmission, distribution, sustainable energy, energy efficiency, investments and affordability and reliability of electricity. According to the EAS, maintenance and regular investments must be made mandatory. The expansion of the production capacity and the electricity network must be planned in a transparent manner. The responsibilities of the government, the Energy Company Suriname (EBS), the EAS and other players must be anchored in the ESP. The EAS made it clear that the electricity sector does not only require plans but also experts to make sure that the plans are actually carried out.
